<br />1991 ANNUAL RECLAMATION REPORT <br />CYCC MINES 1,2,ECKMAN PARK <br />This report addresses federal coal and associated private coal <br />mining operations conducted by CYCC in Routt County, Colorado, as <br />delineated by mine areas on the enclosed maps titled Mines 1, 2, <br />Eckman Park Reclamation. <br />The method of mining utilized by CYCC consisted of a dragline <br />type operation. Topsoil was stripped by scrapers and segregated <br />into topsoil stockpiles or reapplied directly onto regraded spoils. <br />Following mining operations spoils are graded to approximately <br />the original contour and topsoil is replaced over the spoil <br />material. The seed bed is then prepared and planted during the <br />summer and fall. Topsoil is ripped prior to planting to relieve <br />compaction and increase surface roughness. Contour furrows are <br />installed on steep slopes to help stabilize the site and enhance <br />soil moisture conditions. A detailed description of the cultural <br />practices employed in the reclamation process is presented under <br />Section 780 of Permit C-81-071 for Minesl, 2, Eckman Park. <br />Enclosed are four maps which delineate the areas which have <br />been disturbed by mining and the subsequent extent of reclamation. <br />The major categories of disturbance are spoil, graded spoil, and <br />haulroads, topsoiled, and reseeded. As conditions permit, graded <br />areas will be topsoiled and reclamation will progress according to <br />• our approved raclamation plan. The maps indicate the acreage, date <br />of seeding, and seed mixture used for each reclaimed parcel. Seed <br />mixtures are presented in Table 4 and correspond to the coding on <br />the enclosed reclamation maps. <br />A summary of the current and cumulative disturbance and <br />reclamation data for the Mines 1, 2, Eckman Park permit areas are <br />presented in Tables 1 and 2 This summary shows that during 1991 <br />only 21 additional acres were affected by mining activities, these <br />being associated blending of topsoil during reclamation activities. <br />The cumulative number of disturbed acres is 3,441 as of December <br />31, 1991. Some 325.6 acres were reseeded during 1991, with a <br />cumulative total of 3,255.4 acres reseeded (95~ of the total <br />disturbance). This in conjunction with the acreages associated with <br />the recent transfer of liabilities for the surface facilities <br />leaves less than 5 acres left to reclaim under CYCC liability, <br />these areas being associated with the dragline dismantling pads. <br />The shaded areas denoted TCC indicate areas of overlap and <br />liability transferinvolving the surface operations and the <br />underground mine. CYCC retains liability for those parcels already <br />reclaimed within those areas, with TCC being liable for any <br />subsequent disturbances and reclamation activities. <br /> <br />
