1991 ANNUAL RECLAMATION REPORT CYCC MINES 1,2,ECKMAN PARK This report addresses federal coal and associated private coal mining operations conducted by CYCC in Routt County, Colorado, as delineated by mine areas on the enclosed maps titled Mines 1, 2, Eckman Park Reclamation. The method of mining utilized by CYCC consisted of a dragline type operation. Topsoil was stripped by scrapers and segregated into topsoil stockpiles or reapplied directly onto regraded spoils. Following mining operations spoils are graded to approximately the original contour and topsoil is replaced over the spoil material. The seed bed is then prepared and planted during the summer and fall. Topsoil is ripped prior to planting to relieve compaction and increase surface roughness. Contour furrows are installed on steep slopes to help stabilize the site and enhance soil moisture conditions. A detailed description of the cultural practices employed in the reclamation process is presented under Section 780 of Permit C-81-071 for Minesl, 2, Eckman Park. Enclosed are four maps which delineate the areas which have been disturbed by mining and the subsequent extent of reclamation. The major categories of disturbance are spoil, graded spoil, and haulroads, topsoiled, and reseeded. As conditions permit, graded areas will be topsoiled and reclamation will progress according to • our approved raclamation plan. The maps indicate the acreage, date of seeding, and seed mixture used for each reclaimed parcel. Seed mixtures are presented in Table 4 and correspond to the coding on the enclosed reclamation maps. A summary of the current and cumulative disturbance and reclamation data for the Mines 1, 2, Eckman Park permit areas are presented in Tables 1 and 2 This summary shows that during 1991 only 21 additional acres were affected by mining activities, these being associated blending of topsoil during reclamation activities. The cumulative number of disturbed acres is 3,441 as of December 31, 1991. Some 325.6 acres were reseeded during 1991, with a cumulative total of 3,255.4 acres reseeded (95~ of the total disturbance). This in conjunction with the acreages associated with the recent transfer of liabilities for the surface facilities leaves less than 5 acres left to reclaim under CYCC liability, these areas being associated with the dragline dismantling pads. The shaded areas denoted TCC indicate areas of overlap and liability transferinvolving the surface operations and the underground mine. CYCC retains liability for those parcels already reclaimed within those areas, with TCC being liable for any subsequent disturbances and reclamation activities.
