, <br />XBOW ~ <br />Sanborn Creek Mine <br /> <br />FIRST QUARTER 1997 <br />ENGINEERING INSPECTION <br />EAST YARD GOB DISPOSAL PILE <br />The Sanborn Creek Mine approved permit document includes the <br />requirement to inspect the coal mine waste pile Por stability <br />quarterly. The inspection is to be performed by a registered <br />engineer or other qualified professional specialist experienced in <br />construction of earth and rockfill embankments. Both Bear Coal <br />Company and the Sanborn Creek Mine have approval to dispose of coal <br />mine waste in the gob pile. <br />On March 11, 1997, I performed a visual inspection of the east yard <br />gob disposal area at the Sanborn Creek Mine. The gob disposal area <br />was damp Prom recent snow melt. The normal spring snow-melt seeps <br />were observed at the base of the pile on each end. Gullies from <br />localized surface run off were observed on the west end. Nothing <br />was observed during the inspection that would indicate the pile has <br />a potential for failure. <br />Compaction tests were performed for fourth quarter 1993, second <br />quarter 1994, fourth quarter 1994, second quarter 1995, fourth <br />quarter 1995, second quarter 1996, and fourth quarter 1996. Gob <br />material has consistently passed compaction tests. <br />A small amount of material was placed on the pile during the <br />quarter, resulting from roof falls in the mine. Plans are to <br />survey the pile on at least an annual basis for accurate volume <br />reports. The pile was surveyed at the end of the fourth quarter of <br />1996. Surveyor John Menke has not completed plotting of the survey <br />data, and calculation of the volume for 1996. Hear Coal Company <br />did not haul any material to the gob pile during the last year. <br />The Bear Mine was closed during December of 1996. <br />An application for a Technical Revision has been submitted to the <br />Division for a new coal refuse and mine development waste area. <br />The new,ar-ea„will be located to the west of the facilities area, <br />and wiT~l,~e known as the West Valley Fill. <br />.-, ~ ,~ <br />Th`"ma`~;C.
