QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />Mine: Southfi <br />Waste Bank MSH, <br />Inspection Period: <br />Inspection Date: <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />December 21, 2005 <br />General Description or Reference to Site Plan: <br />- ~ The-~re use area lies west-of the mam faafitie`s area. Refuse has~nlac`ed m designed rrffs <br />on a relatively Nat terrain. Upslope runoff is diverted away from the disposal arm, whiff runoff <br />from the disturbed area is channeled to a sediment control pond. The mine is in final <br />reclamation and all areas have been sloped to final grade, covered with topsoil, and seeded <br />and mulched. <br />Activity During Inspection: <br />Area is inactive with no personnel or equipment on-site. Vegetation was dorment, but <br />vegetation density appeared to be good. No evidence of significant erosion was observed. <br />Perimeter side ditches were open and functional. Cracks, slumps or other signs of <br />potential failure were not obvserved. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/or <br />discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse surface. Positive drainage has been maintained <br />- - ron the-reelaimed areas-Brainage and-diversionstructures were-intact.-Ail-required-underdrairt--------- <br />construction has been completed. <br />Observation of Fili Construction: (Description of material, compaction, lift fliu~messes, slopes, <br />and construction methods). <br />No refuse placement has occurred since Decemlxr of 2000. Prior to cessation of mining, waste <br />material was placed in aRemating lifts of fine and coarse material in accordance with the plan as <br />described in the TerraMatrix report dated December 5, 1996. <br />
