February 1998 H-G Coal 1997Annua(Reclamation Report ~ Paxe 6 <br />• 4.0 HYDROLOGIC MONITORING <br />4.1 SURFACE WATER <br />Per the hydrologic monitoring requirements of the existing, valid Permit, HGCC monitors <br />two stream surface water locations, LHG (Lower Hayden Gulch -Hayden Gulch downstream <br />of the mine area at the permit boundary) and UHG (Upper Hayden Gulch -Hayden Gulch <br />upstream of the mine area). Both locations have been sampled on a semi-annual basis since <br />1985. In addition, HGCC is required to monitor six spoil springs (reclamation spoil spring <br />[RSP]-1 through RSP-6) on an annual basis between April 1 and May 15. Discharges from <br />sediment ponds 003 and HG-8 are regulated under a National Pollutant Discharge Elimination <br />System (NPDES) permit. Map 3, Hydrologic Monitoring, included in Exhibit 4, Hydrologic <br />Monitoring Data, shows the location of the surface water monitoring stations. <br />Water-quality data from 1997 indicates that water quality pazameters from surface water <br />monitoring stations were generally within the range of previously observed values. The results <br />of the water-quality analyses for 1997 surface water samples are included in Exhibit 4. <br />The seep survey was conducted during May 1997. RSP-3 and RSP-4 were the only seeps <br />observed flowing. RSP-1 and RSP-2 were buried by snow and were therefore not observed. <br />Water-quality analyses indicate that all constituent concentrations were within the range of <br />previously observed values. During a 1996 site inspection, DMG personnel observed a <br />previously unreported seep area north of the reclaimed facilities area neaz the former Topsoil <br />• Pile A location. The location was designated SS-1. HGCC collected a surface water sample of <br />this seepage for laboratory analyses in October 1997. The water-quality analysis data indicates <br />that the seep water is un-impacted by any mining related activities and probably originates up- <br />gradient of the mine area. <br />• <br />During 1997, Pond 003 was observed dischazging in April [hrough December. Water-quality <br />analyses indicate that constituents were within NPDES permit limitations. In addition to the <br />monthly NPDES analyses, discharge samples collected during October 1997 were analyzed for <br />the full-suite surface water parameter list. Constituent concentrations were within the range of <br />previously observed values. Pond HG-8 was observed dischazging during every month with <br />the exception of March. Water quality analyses indicate chat measured constituents were <br />within NPDES permit limitations. In addition to the monthly NPDES analyses, discharge <br />samples collected during May 1997 and October 1997 were analyzed for the full-suite surface <br />water parameter list. Constituent concentrations were within the range of previously observed <br />values. <br />In anticipation of the Phase II/Phase III bond release application, HGCC initiated an expanded <br />surface water monitoring program during 1996. HGCC continued the expanded monitoring <br />program during 1997. The results of the expanded monitoring will be submitted to DMG <br />under separate cover as pan of a Phase II/Phase III bond release application. <br />Montgomery Watsors Americas, lnc.
