In conjunction with Golden Eagle's midterm review, I have also reviewed Basin Resources
annual reclamation report for 1996 for compliance with Rule 2.04.13.

Rule 2.04.13(1)(a) states that the name and address of the permittee and the permit number be
reported. Basin does not have the address on the actual report, however the operator's address is
listed on the accompanying coversheet on the company letterhead. Therefore the required
information is available.
Rule 2.04.13(1)(e) states that "the species, location and number of acres of vegetation planted
during that year, including any augmented seeding or cultural practices," be reported. Basin
reported the location, acreage and refers to the "pasture land seed mix" as being seeded in 1996.
Basin Resources included Table 21 from the permit as documentation of the seed mix planted.
Basin needs to define what species are contained in the "Rocky Mountain wildflower mix"
component of the seedmix.
Please have Basin Resources report mulching rates and locations, seeding method (drill vs.
broadcast), and any other cultural inputs they may have used. (Ex. fertilizer application and
rates...)
Comparison with the 1997 annual reclamation report indicates discrepancies with reclaimed
areas reported in the 1996 report as reclaimed in 1996 versus areas listed in the 1997 as
reclaimed in 1996. Please have Basin Resources explain this discrepancy in reclaimed acreage. I
have included a table with compilations from the two reports. Those acreage shaded indicate
they were reported in the 1997 ARR as having been reclaimed in 1996, but were not reported in
the 1996 ARR.
No map was included with the 1996 Annual Reclamation report. Please submit a map as a part
of this report.
All other items were in compliance with Rule 2.04.13 for the 1996 report.
