<br />New Thornton Plant Section 404 Permit <br />r~ <br />Area Four <br />This area of wetlands extends along the Fulton Ditch to the northeast comer of the property. <br />Inundated pockets dominated by cattail exist close to the Fulton Ditch. Wet meadow dominated <br />by three square mixed with rush, fox tail bazley (Hordeum jubatum), rabbit <br />foot grass (Polypogon monspliensis ), and switchgrass (Panicum virgatum), transitions into <br />upland to the west. <br />Area Five <br />This site is located in a pasture east of McKay Road and south of 104'" Avenue. This area is <br />dominated by cattail with prairie cord grass, three square and hydric grasses also present. Grass <br />identification was complicated in this area by grazing activities. <br />IIi. PROJECT PURPOSE AND NEED <br />Due to [he increased population growth of the region, aggregate material for construction has <br />become a very high demand product. In order to keep pace with the demands of the local <br />community, CAMAS Colorado Inc. intends to mine this area which is rich in sand and gravel <br />deposits. <br />IV. ALTERNATIVES <br />1n accordance with the Corps of Engineers Section 404 (b)(1) guidelines, an altemative analysis <br />was conducted for the proposed project. An altemative location is not practicable due to the <br />location of the gravel deposits. Project layout has generally been designed to avoid wetlands to <br />the greatest extent possible. Afrer the project is completed, the areas impacted will be reclaimed <br />and designated as a conservation easement. <br />V. PREBLE'S MOUSE IMPACTS <br />This site has been excluded from a Zapus hudsonius preblei (Preble's Jumping Mouse) live <br />trapping survey. It has been determined, by a survey report approval letter dated June 9, 1999 <br />(Appendix 1) that this site does not contain Preble's habitat as defined by the Fish and Wildlife <br />Service per the amended Endangered Species Act of 1973 (16 U.S.C 1531 et seq.) <br />VI. WETLAND IMPACTS (Drawing 2) <br />Area One <br />The disturbance in Area One has been divided into two phases (Drawing 3). Phase one included <br />the filling of 2.8 acres of wetlands for the processing plant. The permit application for that <br />activity was submitted on June 16, 1999-approval pending. Phase two includes the filling of an <br />additional 4.> acres of wetland. The phase two activity will 6e Included in this permit <br />application.
