<br />New Thornton Plant Section 404 Permit <br />I. PROJECT LOCATION <br />The proposed development is located in Adams County, Colorado straddling the South Platte <br />River. The project site occupies portions of Sections 16, i 7 and 9 of Township 2 south. Range <br />67 west with Latitude of 39° 53' 15", Longitude of 104° 53' ~0" and UTM '08J0niE, °° 14B00inN <br />(Figure 1). <br />II. EXISTING WETLANDS <br />Field investigations were conducted to delineate existing wetlands in the project azea. A routine <br />survey was done in accordance with guidelines developed by the Department of the Army, Corps <br />of Engineers in the 1987 publication titled: Corps of Engineers Wetlands Delineation Manual <br />(Department of the Army, 1987). <br />This site has five distinct areas of wetlands (Drawing 1). A portion of Area One has been <br />permitted under Nation wide # 26 (Corps File # 199980424)(Drawing 3). The remaining portion <br />of Area One and the other four areas are included in this permit application (Drawing 2). The <br />division of the site for permitting allows CAMAS Colorado Inc. to begin construction of the <br />processing plant while approval of this permit is pending. <br />Area One <br />This wetland is located near the head gate station of Fulton Ditch, within a fenced pasture . This <br />pasture area is a wet meadow dominated by three-square (Schoenoplectus americanus), water <br />sedge (Carex ayuotilis), field sedge (C. microptera), and hydric grasses. Several seeps emerge as <br />the pasture drops into the ditch. Cattail (Typha latifolia) and watercress (Nasturtium offcinale) <br />dominate the seep areas. <br />Area Two <br />This area is located north of 100ih avenue just west of the Fulton Ditch .Air photos and the 196 <br />USGS Eastlake Quadrangle indicate the Bull Seep Ditch was once a perennial drainage that <br />originated in this area. Wetlands in this area consist of an isolated open water pond with an <br />emergent zone dominated by cattail. The edge of the pond is vegetated with sandbar willow <br />(Snlix exigua), reed canary grass (Phalaris arundinacea) and patches of rush {Juncus tennis). <br />Area Three <br />This area constitutes the current alignment of the Bull Seep Ditch primazily north of 104"' avenue <br />and just west of Fulton Ditch. The channel has standing water south of 104'h and becomes a <br />short perennial drainage north of the road. Vegetation in the ditch is dominated by reed canary <br />grass and prairie cord grass (Spartina pectinata) with pockets of cattail, sofr stem bulrush <br />(Shoenoplectus validus) and sandbar willow. <br />Sections 16, 17 and 9, Township?
