Mareh 7007 H-G Coal Company * 2001 Annual RaWmatran and HydroGgy Report ~ 1-1 <br />1.0 INTRODUCTION <br />The 2001 Annual Reclamation and Hydrology Report includes reclamation and hydrologic monitoring <br />data for the 2001 calendar yeaz from HG Coal Company's (HGCC) Hayden Gulch Mine, Permit No. <br />C-80-003. The reclamation data is submitted to fulfill the requirements of Rule 2.04.13. <br />Historically, HGCC has been required to collect hydrologic monitoring data for surface water and <br />groundwater according to the requirements of the Mining and Reclamation Permit. In addition to the <br />Colorado Division of Minerals and Geology (CDMG) pemvt-required surface water and groundwater <br />monitoring, HGCC monitored sediment pond discharges at the mine site under a Colorado Dischazge <br />Permit System (CDPS) permit issued by the Colorado Department of Public Health and Environment <br />(CDPHE). <br />The CDMG approved a Phase II/Phase III bond release request in July 1999. The Phase II/Phase <br />III bond release reduced the pemvtted aces from 1269 to S.9 aaes. The "revised" pemvt boundary <br />is shown on Figure 1. As part of the Phase II/Phase III bond release findings, the CDMG indicated <br />that hydrologic monitoring was no longer necessary at the Hayden Gulch Mine. Consequently, <br />HGCC requested permission to discontinue the CDMG permit-required hydrologic monitoring <br />program. In a letter dated June 29, 1999, the CDMG approved HGCC's request to discontinue the <br />hydrologic monitoring program at the Hayden Gulch Mine. This decision eliminated stream and <br />spring surface water and groundwater monitoring requirements at the mine site. A copy of CDMG's <br />approval letter to discontinue the hydrologic monitoring program is included as Exhibit 1. <br />Based upon the CDMG's finding that there was no technical basis for further hydrologic monitoring <br />and that vegetation was the primary sediment control technology, HGCC submitted a request to the <br />CDPHE to discontinue the CDPS monitoring requirements. The request to discontinue the CDPS <br />monitoring requirements was submitted to the CDPHE on September 10, 1999. The CDPHE <br />approved HGCC's request de-activating the CDPS pernvt in a letter dated October 29, 1999. A copy <br />of CDPHE's approval to de-activate the CDPS permit is included as Exhibit 2. <br />Consequently, HGCC is no longer required to conduct hydrologic monitoring at the Hayden Gulch <br />Mine. Therefore, there was no hydrologic monitoring at the mine during calendar yeaz 2001, and this <br />report does not contain any hydrologic monitoring information. <br />MIY/H *P.O.
