ALBERT FRET AND SONS, INC. <br />WORTHING SUBDIVISION <br />CASE # SS76-IP <br />AMENDMENT OF CONDITIONAL USE <br />MINING AND RECLAMAT/ON PLAN REVISIONS <br />This proposed revision will not change the development plan <br />for the property. It will revise the method of mining and update <br />the maps submitted in the original application. The final <br />reclamation methods will remain the same except that if it is <br />feasible to make a reservoir the lake level may flocculate at <br />water is stored and removed. What this WILL NOT DO, is increase <br />the affected lands area, disrupt the surrounding uses or change <br />the general final land configuration. We have not recalculated <br />the M.L.R.B. bond at this time since dewatering the lake and <br />mining deeper below the water line will not change the reclama- <br />tion requirements. Please refer to the revised Map Exhibits for <br />the areas discussed in this revision. <br />BACKGROUND <br />In 1976, Kilgroe-Atchison Construction & Paving CO., filed <br />the original application with the county to mine part of this <br />site. As approved, this area was to be developed as private <br />water recreation area. That plan called for developing two lakes <br />along the east side of the site. At some time in the past the <br />final reclamation plan was changed to leave 3 lakes and expanding <br />mining to use all the gravel available on the site. Albert Frei <br />and Sons, Inc., became involved with the site when they took over <br />the lease and permit in January 1981. The expanded mining had <br />begun prior to our taking the permit over, with approximately 608 <br />of the site being water area at that time. As mining progressed <br />across the site we found it was not economically feasible to <br />return to two of the small lakes previously mined and berms were <br />left to isolate them from the larger lake that was being created. <br />In 1987, work began to stabilize the river bank along the <br />west side of the lake area. This is the east bank of the river. <br />The bank was rip-rapped and reconstructed under a Corps of <br />Engineers Permit, Co 25B OXT2 008083 (Ref. #198708083 - Adams <br />County) in cooperation with Urban Drainages using their design <br />criteria. An armored crossing was also installed to slow channel <br />degradation in the reach above the pit. No work took place on <br />the west bank because the owners did not choose to participate. <br />We also did additional work to the lake side bank and on the <br />northwest corner of the lake to provide protection should the <br />river flood. The lake shore was armored with broken concrete <br />rubble and a rip-rapped spillway was placed in the northwest <br />corner. This was done to create a low spot where the water could <br />leave the site without eroding the bank. The spillway was <br />covered with dirt so it could be revegetated. Should the river <br />flood this dirt cover would be eroded creating a low spot in the <br />bank where the water accumulating in the lake area would escape <br />without affecting the integrity of the bank. <br />3 <br />
