Rigor April 5, 1993 <br />SECTION 16 FILL CONSTRIICTION OPDATE AND CERTIFICATION <br />The purpose of this memo is to provide you with a construction <br />update of the Section 16 Fill and provide an additional quarterly <br />inspection certification for the first quarter of 1993. This <br />certification will serve to supplement the quarterly certification <br />I provided to you previously on January 22, 1993 as part of the <br />"Section 16 Fill Construction Report". <br />Construction Summary <br />To avoid surface water from accumulating, a minimal amount of <br />sloping was undertaken during February under the supervision of Mr. <br />Ed Moyer. The sloping that was completed included extending the <br />slope between approximately the 7775 and 7825 elevation northward <br />to the dragline access ramp, in conjunction with the dragline <br />operation. Additional fill will cover the dragline access ramp to <br />the north fill limit when the area is mined out and the dragline <br />cuts are extended south, beyond and west of the fill limit. When <br />this occurs the benches above the 7825 elevation will also be <br />sloped. <br />No significant additional construction on the fill is <br />contemplated until weather and ground conditions permit. <br />I have visited the fill on a number of occasions to check and <br />document its progress and to make field modifications as needed. <br />Certification <br />I am a mining engineer, registered in the State of Colorado, <br />and experienced in the construction of earth and rock fill <br />embankments. Mr. Moyer is a geological engineer who is experienced <br />in the construction of earth and rock fill embankments. <br />The supervision and observation of the construction work was <br />to insure proper construction of the fill and to satisfy the <br />requirements of CDMG Rule 4.09.1(11). <br />This fill exhibited no appearances of instability, structural <br />weakness, or other hazardous conditions at any point during this <br />time period. <br />
