6Y~YOrn LrwY YIM
FOURTH QUARTER 1998
ENGIlIEERING INSPECTION
EAST YARD AND WEST VALLEY FILL
GOB DISPOSAL PII.ES
The Sanbom Creek Mine approved permit document includes the requirement to inspect the coal
mine waste piie for stability quarterly. The inspection is to be performed by a registered engineer or
other qualified professional specialist experienced in construction of earth and rockfill
embanlrnierrts. Both Bear Coal Company and the Sanborn Creek Mine have approval to dispose of
coal mine waste in the gob pile.
On December 4, 1998, I performed a visual inspection of the East Yard and West Valley Fill gob
disposal azeas at the Sanbom Creek Mine. The East Yazd gob disposal area was dry. Nothing was
observed during the inspection that would indicate the pile has a potential for failure. Safety berms
are required on the downhill edge of the pile by the Mine Safety and Health Administration
Compaction tests were performed for fourth quarter 1993, second quarter 1994, fourth quarter 1994,
second quarter 1995, fourth quarter 1995, second quarter 1996, fourth quarter 1996, and third quarter
1997. Gob material has consistently passed compaction tests. Compaction tests are required, as
necessary, based on the amount of material added to the waste area. Compaction tests are planned
following construction of the new coal stockpile as material is added to the waste area.
A considerable quantity of material has been removed from the East Yazd area for use as base
material for the new coal stockpile. Plans are to survey the pile on at least an annual basis for
accurate volume reports. The pile was surveyed at the beginning of the fast quarter of 1998.
Surveyor John Menke reports calculation of the volume for 1997 as 852 cubic yards. Bear Coal
Company did not haul any material to the gob pile during the last four years. The Bear Mine was
closed during December of 1996. Bear Coal Company may haul material to the gob pile as part of
the reclamation of the Bear Mine.
P.O.
