Long <br /> Division Director <br />DATE: December 16, 1999 <br />SUBJECT: Bowie No. 1 Mine, Permit No. C-81-038, 1998 Annual Hydrology Report <br />I have completed my review of the 1998 Annual Hydrology Report (AHR) and Mine Inflow Report <br />for the Bowie No. 1 Mine. For the majority of sample locations, the operator presents a discussion <br />of current monitoring data compazed to baseline values. With minor exceptions, it appears that <br />both surface water and groundwater quality has remained generally consistent with the baseline <br />levels. <br />For future AHR submittals, it would be helpful if the operator would present the baseline <br />information in the AHR. This would provide a quick reference to baseline data and would allow <br />for a simple means for deteanining trends in water quality. The current format presents minimum, <br />maximum, and average values. for the current monitoring year. It would be preferable if these <br />columns were replaced with baseline values. <br />The frequency of data collection was not in compliance with the approved monitoring plan. As <br />discussed in the specific comments below, the operator did not collect and/or report all of the <br />required monitoring data. The monitoring program was last revised by TR-24 in December, 1993. I <br />checked all revision files to ensure that what is contained in the permit document is the cturent <br />approved monitoring plan. <br />Mine inflow information was mapped and reported for the period of July 1,1997 through June 30, <br />1998. With the exception of mine inflow water quality, the mine inflow report was presented in <br />accordance with Stipulation No. 29. Stipulation No. 29 requires that pH, conductivity, and <br />temperature be presented for all measurable inflows. These data were not presented. However, due <br />to the nature of these flows (very low less than 1 g.p.m. for any significant period of time) it may be <br />difficult or even impractical to obtain water quality data. It would be appropriate to ask the operator <br />to provide an explanation for the lack of water quality monitoring for the reported inflows. All <br />other required inflow information was provided in the report. There was no reported discharge <br />from the mine and it does not appear that the quality and quantity of surface water adjacent to the <br />mine has been adversely affected. <br />
