Gunni n No. 1 ne--Proposed Remedial Treatment of Surface <br />Facility Area slides <br />Pursuant to your request, I have reviewed the recent submittal by <br />West Elk Coal Company. This submittal, made in response to problem <br />No. 007-83-12, originally noted on the inspection report of <br />June 15, 1983, represents engineering plans for the remedy of six <br />specifically delineated landslides at the Mt. Gunnison No. 1 underground <br />coal mine near Somerset, Colorado. That submittal contains the <br />engineering plans and construction specifications being used as bid <br />documents, for the selection of contractors to complete the required work. <br />The proposed remedies include installation of interceptor subdrains, <br />construction of retaining walls and buttress fills, and the excavation of <br />excess overburden. The submittal cover letter also states that several <br />additional remedial efforts have already been undertaken by the operator, <br />including shotcrete lining of some ditches to prevent infiltration into <br />landslide masses, minor modification of some roadway drainage, planting <br />of phreatophytic trees to transpire seepage water, and the installation <br />of inclinometers near the portal area slide to monitor movement of that <br />landslide mass. It is prudent to believe that this combination of <br />proposed remedial techniques should stabilize the landslide masses. If <br />subsequent observations determine that additional work is necessary, we <br />can require additional remedial treatment in the future. <br />It is my recommendation that we approve the proposed remedial treatments <br />as presented in West Elk Coal Company's submittal in response to problem <br />No. 007-83-12. Further, we should require that the operator provide us <br />with a schedule for completion of the proposed remedial treatments within <br />90 days. <br />/ep <br />cc: Ed Bischoff <br />Doc.
