(Cedar Creek) was contracted in 2003 by Colowyo Coal Company <br />(Colowyo) to implement a vegetation monitoring program within selected revegetabyd units at the <br />Colowyo Mine. Monitoring was performed in the interest of ascertaining progress toward revegetation <br />suaess in general accordance with Rule 3.03, Release of Pertormance Bonds. The revegetated areas <br />evaluated in 2003 consisted of 19 total units ranging in size from 0.9 acres to 30.6 acres. At the time of <br />sampling, revegetation within evaluated units had experienced one, two, four or seven growing seasons <br />following completion of seeding. The location of each unit evaluated in 2003 is indicated on Map 1 and <br />the sample points within each unit are provided on Maps 2 - 19 in Section 2.0. <br />Feld sampling for the directly measurable variables of ground cover, current annual production, <br />seedling emergence, and woody plant density was systematically conducted within all designated units <br />from September 3 through September 7, 2003. The growing season prior to and during the sampling <br />period could be qualitatively characterized as average with regard to precipitation, and sampling ocourred <br />• following the peak of growth: in July. Field efforts in 2003 were conducted by Cedar Creek's senior Range <br />Ecologist, Mr. Steven R. Vert and Plant Ecologist, Mr. Erik M.
