<br />Energy Fuels Coal, Inc. <br />Southfield Mine <br />1997 ANNUAL RECLAMATION REPORT <br />Introduction <br />The Annual Reclamation Report documents all permanent reclamation activities conducted by <br />Energy Fuels Coal, Inc (EFCn at the Southfield Mine during the 1997 calendar year. EFCI <br />actively mined and processed coal during the reporting period. This report includes text, <br />discussion, and maps, in accordance with the requirements of Rule 2.04.13. In addition, a <br />completed "Annual Reclamation Report" accompanies this report. <br />Disturbed. Bac}dilled. and Toosoiled Areas <br />EFCI did not disturb any additional acres during the reporting period. Tn addition, no <br />bacldilling or topsoiling was performed during the period. Additional future disturbance will <br />only be an approved expansion of the refuse pile footprint. Any backfilling operations aze <br />anticipated to commence following closure of the mine. <br />Seeded or Planted Areas <br />EFCI seeded approximately 14.5 acres of areas reclaimed at the loadout. The areas seeded at <br />the loadout included all areas backfilled, graded and topsoiled in 1996. The extent of the <br />revegetation included the entire disturbed area with the exception of the sediment pond areas. <br />No other areas were revegetated during the reporting period. <br />All seeding was done by drill methods using the approved seed mixture, at the approved rate. <br />A copy of the seed mixture is attached hereto. The seeded areas received a minimum of 4000 <br />ib/ acre of blown straw mulch which was crimped into the soil. Locations of the seeded areas <br />are shown on the attached 1997 Annual Reclamation Map - Loadout Area. <br />Current and Previous Revegetated Areas <br />All current and previously revegetated areas aze shown on the attached 1997 Annual <br />Reclamation Maps for the Loadout Area and Refuse Pile Area. Previously revegetated areas <br />exhibit good growth and aze effectively controlling erosion. <br />EFCI conducted vegetation monitoring on ail five (5) previously revegetated areas on the <br />reclaimed azea of the refuse pile. Completion of this monitoring program addresses specific <br />concerns by the Division in connection with their review of the 1996 Annual Rechunation <br />Report. The results of the monitoring indicate that all reclaimed areas satisfy the apparent <br />revegetation success criteria with respect to total plant cover, forage production and species <br />diversity. A copy of the 1997 Reclamation Monitoring Report, prepazed by IIvIE, <br />accompanies this report. <br />
