~ 1 <br />1991 ANNUAL RECLAMATION REPORT <br />INTRODUCTION <br />This report documents reclamation activities a[ the L•nergy Fuels Coal, Inc. (EFCI) <br />Southfield Mine during the 1991 calendar year. The Southfield Mine actively produced coal <br />by underground methods and continued permanent reclamation projects through the period of <br />record of this report. Permanent reclamation at this operation consists of covering and seeding <br />the coal refuse embankment sequencially with removing topsoil to expand the refuse disposal <br />area. <br />Expansion and reclaim areas at the refuse embankment are shown in detail on Figure 1, <br />Refuse Disposal Site 1991 Reclamation Map and explained in [he approved permit application. <br />Reclamation activity information for 1991 is provided below in question/response format in <br />accordance with Rule 2.04.13 of the Mined Land Reclamation Board. <br />DISCUSSION <br />2.04.13 (l) <br />(a) The name and address of the permittee and permit number. <br />See cover page <br />(b) Location and number of acres disturbed during 1991. <br />A total of 1.1 acres were disturbed at the refuse embankment site, <br />shown on Figure 1, Refuse Disposal Site 1991 Reclamation Map. <br />(c) Location and number of acres backfilled and graded during 1991. <br />A total of 5.9 acres were backfilled and graded, all at the refuse <br />embankment site in the form of covering the refuse with <br />incombustible material (subsoil & topsoil). The location is shown as <br />Topsoiled Area 1-T on Figure 1, Refuse Disposal Site 1991 Reclamation <br />Map. All soil used for covering the refuse was live handled from the <br />disturbed area referenced above. In addition, seven test pits were <br />excavated to check cover depth across the entire length of the top <br />soiled area, records of which are maintained at the mine office. <br />(d) Location and number of acres topsoiled during 1991. <br />As stated above, the 5.9 acres at the refuse embankment site were <br />topsoiled in the process of placing cover on the refuse material. <br />An area of approximately 0.5 acres was retopsoiled on the refuse <br />embankment shown covering a protion of Rcvegetated Arca 2-R on <br />Figure 1, Refuse Disposal Site 1991 Reclamation Map. The topsoil <br />was graded to provide positive drainage across this small area. <br />
