The <br />report format is clear and conscise and the report as submitted <br />fulfills the requirements of the approved permit. Evidence of <br />several apparent subsidence cracks is documented. The nature of <br />these cracks is consistent with those known to have occurred in the <br />past and with the consequences projected within the approved <br />permit. Healing of these cracks is proceeding in keeping with <br />previous experience at the mine site. <br />However, we have a number of concerns with respect to potentially <br />affected structures and renewable resource lands, based on review <br />of the subsidence report and the subsidence section of the permit <br />application, as discussed below. <br />Power lines <br />The report references a high voltage power line within an area to <br />be undermined within the Roadside South mine area. This <br />transmission line is apprarently not depicted on the Man-Made <br />Features Map (Exhibit 46). The map will need to be revised to <br />include the power line, and in addition, the potential consequences <br />of subsidence with respect to the referenced power line and any <br />other power lines in the permit area will need to be addressed. <br />The fact that "the powerline was installed subsequent to coal lease <br />and was installed with the understanding that mining could subside <br />the line" does not automatically exempt the structure from the <br />subsidence survey, monitoring, or control requirements of the <br />regulations. <br />The following steps should be taken: <br />1. analyze the worst case impacts of subsidence to the power <br />lines, <br />
