<br />Q~ O oQ c O <br />For: J. A. Kiger December 8, 1993 <br />SECTION 16 FILL CONSTRUCTION UPDATE AND CERTIFICATION <br />On December 8, 1993 I accompanied Mr. James A. Kiger, Colowyo's reclamation <br />supervisor, on an mspet:tlUR Ui tr1C Seaton 10 Fil. and lr~tet'r i~;.JG.i iv_a, rvg:.i nbollt hi$ <br />observations during it's construction. The purpose of this visit was to observe the condition of <br />the fill and to satisfy the requirements of CDMG Rule 4.09.1(11). Since the last inspection on <br />September 20, 1993 the majority of the fill has been completed, sloped, topsoiled, and seeded. <br />A small amount of spoil has been placed at the extreme upper end of the fill and has yet to be <br />sloped. Other than that, the fill is essentially complete. <br />During the inspection, we observed that the rip-rap in the drainage channel that <br />had been bedded with smaller material was in good condition. <br />The small seep noted in the last inspection on the extreme east end of the fill was <br />not evident, possibly because of snow cover. This seep, if still present, is not expected to cause <br />any problems as it is in an area of thin fill with very little material above or below it. The <br />presence or absence of this seep will be confirmed in future inspections. <br />The fill exhibited no appearances of instability, structural weakness, or other <br />hazardous conditions. <br />On December 8, 1993, I interviewed the project engineer, Mr. Ed Moyer who <br />per~c~nally cbse:ved the ccrstructic^ on nl!!T'.?~nUC xczsiors. He concurred that there are no <br />stability or structural problems or hazardous conditions. <br />I am a mining engineer, registered in the State of Colorado, and experienced in <br />the construction of earth and rock fill embankments. Mr. Moyer is a geological engineer who <br />is experienced in the construction of earth and rock fill embankments. Mr. Kiger is employed <br />by Colowyo as a reclamation supervisor and he personally observed the construction of the <br />Section 16 Fill and particularly the topsoil placement and seeding. <br />
