Item 4.
Please include April monitoring values for TR-1.5, TR-3, and TR-4 (PAP page 4.6-142,
line 19 and Table 4.6-54, page 4.6-144) in the report. Monitoring information for April appears
not to have been reported since 1996.
Researching this item it is apparent that another version of PAP page 4.6-142, line 19 and
Table 4.6-54, page 4.6-144 revised on May 31, 1994 is appropriate in regard to the current
monitoring program. This version narrates the partial list monitoring frequency to occur monthly
from May or June through October, except during winter freeze up. A revision (minor) to the
PAP will be submitted under separate cover.
Item 5.
Please include NPDES monitoring results in the report (PAP page 4.6-142, line 19). As
these reports are provided to the Division under separate cover, this requirement could be met
by a statement in the Annual Hydrologic Report such as follows:
"Monitoring of point discharges from sedimentation impoundments is accomplished
under Colorado Department of Public Health and Environment Colorado Permit Discharge
System Permit CO-0032638. Copies of required Discharge Monitoring Reports are provided to
the Division of Minerals and Geology under separate cover, and are included in this report by
reference.
A revision to the 2004 Annual Hydrology Monitoring Report is submitted with this
statement inserted.
Item 6.
The Division interprets Rule 4.05.13(4)(a) as requiring data to be on file, along with
other permit information, at the Routt county Court House as it is gathered from scheduled
monitoring activities, not just as contained in annual Hydrologic Reports for the preceding water
year. This deficiency was brought to our attention in the untimely recognition that the TCS-1 fall
monitoring had not been reported as accomplished. Please insure monitoring information is on
file, as accumulated, at the Routt County Court House.
Data for scheduled monitoring activities has and will be placed on file at the Routt
County Court House.
Item 7.
As related to the Annual Hydrologic Report, but specific to the PAP, please submit a
revision (minor) to the PAP that corrects the typographic error designation (TRS-1) of TCS-1 on
page (4.6-147 Qine 34) (should read TCS-1).
A revision (minor) to the PAP will be submitted under separate cover correcting the
typographic error designation (TRS-1) of TCS-1 on page 4.6-147 line 34.
K:\P&M Coal\EdnaMiae\1999-144LUicpohs\AVnusl Hydrology ReporlUdequacy ftesponu\091405AdequacyResponse doc
