The reports were well-prepared and <br />thorough, and they fulfilled for 1997 and 1998 the requirements for annual reclamation reports and annual <br />hydrology reports (AHR). <br />The Division (CDMG) has the comments, below, and the comments shown on the attached review <br />checklist. No responses are necessary from the permit[ee. <br />CDMG's letter of 11!7/97 (1996 AHR review) <br />HGTI's response to CDMG's comment 1 -Section 6.1 of your 1997 AHR explains that HGTI is <br />considering relocating the upstream monitoring location from HGDS 1 to a site nearer the Loadout for the <br />purpose of minimizing impacts from non-HGTI sources. CDMG believes such a move is desirable and <br />moving sooner rather than later also is desirable in order to establish an historical record at the new site. <br />Errors in CDMG's references to HGDSI -You correctly pointed out in Section 6.2 of your 1997 annual <br />report that CDMG misstated the flow at HGSD I on 4/23/96. CDMG also misstated the date when certain <br />parameters generally exceeded historical means at that upstream site. The correct date was I I /4/96, rather <br />than 4/23/96, and CDMG should have made no statement relating the flow on 4/23/96 to the high <br />parameter levels on l l/4/96.
