I have a few comments as discussed <br />below. <br />The maps presented with the annual reclamation report do not <br />coincide with the text. The text states that 71.5 acres of topsoil <br />were distributed in the West Ridge area. This is not delineated on <br />Exhibit 1. The first paragraph on page 2 says that all permanent <br />revegetation areas for 1995 were in the Moffat area as shown on <br />Exhibit 2, which is a summary of the mine area permanent <br />revegetation. Exhibit 2 shows no 1995 revegetation for the Moffat <br />Area and only about 20 acres in West Ridge. The next paragraph <br />addresses seeding in Block 1 and Block 4. These are not identified <br />on the map, where are they? The third paragraph says that a cover <br />crop was planted on approximately 92.5 acres in the West Ridge as <br />shown on Exhibit 1. Exhibit 1 shows only about 20 acres of <br />revegetation in 1995. The maps and text need to be clarified to <br />accurately identify the topsoiling and seeding activities that <br />occurred in 1995. <br />The report states that topsoil was distributed on 71.5 acres in the <br />West Ridge area. A composite soil sample was analyzed and the <br />results are presented in Appendix B. Based on the results is P&M <br />planning to add any fertilizer amendments? There is no mention in <br />the report about seeding the 71.5 acres that were topsoiled. Why <br />wasn't the area seeded? <br />The Annual Reclamation Report included a typical seed tag from the <br />1995 permanent seeding program. The seed tag showed that P&M was <br />using the Approved Edna Seed Mix as documented in Appendix A of the <br />1195 AHR. I could not find a copy of the seed mix in the permit <br />application. <br />The seed tag says the seed was tested 01/19/93. This implies the <br />seed was over two and a half years old when it was planted. <br />Germination rates for many seeds decreases with age. When <br />practicable seed should be procured annually to maximize seed <br />viability and germination rates. <br />c:\edna.arr <br />
