This proposal <br />presents methods to be used in collecting fine refuse samples from the <br />existing refuse pile and the processing plant for plasticity analysis. <br />Further the results will be evaluated to determine implications for long term <br />monitoring of fine refuse disposal as a component of pile construction. <br />I have only one specific recommendation regarding Mr. Nettleton's proposal. <br />Jerry projects that 2 to 4 samples will be collected from the plant. I would <br />recommend 4, in order to obtain more representative data regarding variance in <br />the material's plasticity properties.
