1.0 INTRODUCTION <br />Section 4.3 in Permit No. C-80-001 requires an annual erosion inventory of the permanently <br />reclaimed lands that remain under bond at Pittsburg & Midway Coal Mining Company's (P&M Coal), <br />Edna Mine. The 2005 erosion inventory was conducted by WWC Engineering on June 7, 2005. WWC <br />Engineering contracted with M. J. Miller, Inc. to complete the repairs determined necessary during the <br />erosion inventory. A description of the 2005 inventory results and scheduled repairs are presented <br />below. <br />The permit requires that an Annual Erosion Inventory Report be submitted to the CDMG on or <br />before July 15 of each yeaz. As agreed during a telephone conversation between P&M Coal and CDMG, <br />the 2005 Annual Erosion Inventory Report is being submitted on or before September 15, 2005. <br />1.1 Erosion Inventory Background <br />The first erosion inventory was performed in the spring of 1992 after the initial permit approval. <br />The spring 1992 survey included the South-of--Shop areas. The second inventory was conducted in the <br />fall of 1992. The two inventories conducted in 1992 were included in the 1993 report. The third <br />inventory was conducted in the fall of 1993 for the 1994 report. Further changes in the permit language <br />resulted in the inventories being performed in the spring of each year, starting with the 1995 annual <br />erosion inventory. Erosion inventory summary data for the last ten yeazs, 1996 through 2005, is <br />included in this report. <br />1.2 Scope of 2005 Erosion Inventory <br />The Moffat Area and the West Ridge are the only permanently reclaimed areas that aze currently <br />required to be inventoried (Exhibit 1, sheets 1 and 2). The South of Shop area was released from bond <br />in 1999 and is no longer inventoried. In August 2003, the Goat Trail Area was released from bond. <br />Therefore, monitoring of concentrated flow features and the C-Building hill slope azea is no longer <br />inventoried. <br />1.2.1 Moffat Area Inventory <br />A total of 10 blocks are included in the Moffat Area monitoring plan (Exhibit 1, Sheet 1). Initial <br />monitoring of portions of the Moffat Area began in 1992 as reclamation activities were completed on <br />various blocks. Block 10 of the Moffat Area was added to the inventory in 1997 as a result of <br />completing reclamation activities on the area during the fall of 1996. <br />1.2.2 West Ridge Inventory <br />The West Ridge area is divided into a total of nine (9) blocks (Exhibit 1, sheets 1 & 2). The <br />blocks have been named in reference to the terraces that bracket the block. For example, Block 1 - 6 is <br />located between terraces T1 and T6. The West Ridge area was incorporated into the inventory after the <br />completion of the terraces in late 1995. <br />
