Weigand, P.E. <br />ANne Manager <br />• <br />November 29, 1993 <br />Ms. Barbara Pavlik <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, CO 80203 <br />• iii iiiiuiiiiiu iii- <br />~~~ <br />~F.'. l~ <br />DEC p2, 1993 <br />Re: Professional Certification Document for the Coal Processing <br />Waste Bank on Deserado Mine Property, Bonanza Power Project <br />File No. C-018-81. <br />Dear Ms. Pavlik: <br />On November 22, 1993 I performed an inspection of the Deserado Mine <br />refuse pile sub-areas 2-3 and 4. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the refuse pile and to satisfy the requirements of <br />Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board. <br />There are no apparent points of seepage in the pile and there is no <br />indication of slope failure. <br />The surface drainage facilities were adequately maintained and were <br />working properly. No subdrain system is required by our permit, <br />since geotechnical investigation for the disposal site revealed no <br />ground water present. Permanent out slopes are approximately 60°s <br />complete on the toe of sub-area 2-3 and approximately 10°s complete <br />on the toe of refuse area 4 pile. These out slopes are stable. A <br />groundwater monitoring well has been installed between sub-area 1 <br />and sub area 2-3. To date no water has accumulated in the well. <br />Deserado Mine <br />P.G.
