C-018-81.
Dear Mr. Gillis:
On September 27, 1988, I performed an inspection of the Deserado Mine refuse
pile sub-areas 1 and 2-3.
I am a professional engineer registered in the State of Colorado and my
experience fulfills the requirements of Colorado Surface Coal Mining
Reclamation Act.
The purpose of my inspection and certification was to ensure proper construction
of the refuse pile and to satisfy the requirements of Rule 9.09 1 (11) of the
Colorado Mined Land Reclamation Board.
There are no apparent points of seepage in the pile, and there is no indication
of slope failure. The surface drainage facilities were adequately maintained
and were working properly. No subdrain system is required by our permit, since
geotechnical investigation for the disposal site revealed no ground water present.
Permanent out slopes are being constructed now on the toe of sub-area 1 and are
stable.
We have now, tt~ date, a total of 494,722 tons of refuse placed in sub-area 1,
and 348,890 tons placed in sub-area 2-3.
Both the topsoil and subsoil piles for those areas have been seeded and are
stable. Removal and stock piling of all organic material and topsoil prior
to disposal of refuse has been canpleted.
To the best of my knaaledge, base3 upon my professional expertise, the
pernianent refuse structures at the Deserado Mine are being constructed
in conformance with the prudent state-of-the-art of coal processing waste
bank construction. Further, the structures are being constructed in
compliance with the approved design, as specified within Section III-20
of the approved permit doctanents and depicted on b7aps 76,77,82 and 83.
Deserado Aline
P.O.
