This report is being submitted pursuant <br />to Abatement Step C of Notice of Violation No. C-93-004. <br />The report conclusions indicate that revegetation success on the <br />coal refuse piles can be achieved using less than four feet of <br />non-toxic non-combustible cover material. Success can be <br />achieved with between 12 and 24 inches of suitable cover. <br />material placed over the refuse.
