After review and comparison to <br />previous reports and reviews it is apparent that some discussion <br />take place regarding previous commitments and time frames involved. <br />A review of the record indicates that the Division identified <br />discrepancies between the TCC reclamation map and the CYCC <br />reclamation map regarding liability of overlapping areas. <br />Discussions took place, both at your site as well as on the phone, <br />the content of which is not part of the written record. However, <br />the ultimate goal was clear in discussions as well as in the <br />written record. The liability for all disturbed and/or reclaimed <br />areas shall be clearly and correctly represented on the Annual <br />Reclamation maps. <br />Unfortunately, we have come the full circle in the process and are <br />back to having maps which do not agree with regard to reclamation <br />liability. The record indicates that CYCC would submit a revision <br />clearly detailing the remaining acreages and facilities under the <br />CYCC permit. CYCC made a commitment to submit a revision prior to <br />this years reclamation report. This commitment was not met, even <br />after another extension for submittal of all reclamation reports <br />was granted by the Division. It is clear that granting extensions <br />and allowing deferral of corrections until the following years <br />report is not an effective way of conducting business. <br />Therefore, the Division will only grant extensions for <br />circumstances which are extrordinary or acts of God. Computer <br />problems, drafting conflicts, minor items, and personnel issues <br />would not fall into this category. <br />Timely submittal of information leads to timely review by the <br />Division and ultimately cuts down on delays for both parties. <br />Extension and deferral of questions ultimately leads to unnecessary <br />
