Spoil Dill N9 <br />December 30, 2004 <br />Page 2 <br />FILL PLACEMCNT <br />CDMG regulations require that spoil be "placed in horizontal lifts in a controlled manner, concurrently <br />compacted as necessary to ensure mass stability". Maximum IiR thicknesses are not specified. As indicated <br />by previous inspection reports, IiRs were placed in accordance with plans specified by the CTL Thompson <br />report. Spoil material was transported to the fill area using a combination of trucks and dozers. LeR <br />thicknesses of up to 50 feet were placed within the area removed from the fill face by more than 50 feet. <br />Fill placement tennina[ed by second quarter 2002. <br />COVER MATF.I2IAL <br />As documented by previous inspection reports, cover placement, seeding and muldiing occurred during the <br />second quarter 2002. The upper-most surface area of fill nine received final grading and was covered with <br />8-10 inches of topsoil material during the third quarter. "the area was broadcast seeded at 20 Ibs-PLS/ac <br />with the reclamation seed mix and mulched with certified weed-free hay at 2500 pounds per acre. <br />STRUCURALINTEGRITY <br />The entire excess spoil fill facility was examined for signs of lailure amt instability such as tension cracks, <br />ground movement, springs and steps, and standing water. Nn indication of potential instability was <br />observed. <br />DOCUMENTATION ANU OTIIER O6SERVA'1'IONS <br />Additional rock for armoring the east and west down drains remains to be placed. Disturbance wrens along <br />the west down drain resulting from maintenance work should be hand seeded prior to the nest growing <br />season. <br />CERTI FICAT-ON <br />Inspection was conducted by Ronald G. "fhonipson, a qualified professional and MSI IA cci lilted inspector <br />pfearth and rock-fill embankments and impoundments, under the direction of Mc Charley Nlc(Uotldin, a <br />re~is'tered professional engineer licensed in the State of Colorado. <br />This is to certify, to the best of my knowledge and belief; Ihat PiII No. 9 construction and placenienl, as <br />noted since the previous cerlilicalion and as determined during this inspection and discussions with mine <br />personnel, is in accordance with designs as proposed by C'1'1, "fhongrson in Ihcir report dated April 27 and <br />amended July 27, 2001 and as approved by the Division of Minerals and Gcolo~v. <br />~~J~ <br />Ronald G.
