I~ill 7 <br />Ucccn Jicr 30, 2001 <br />I'ngc 2 <br />FILL PLACCMENT <br />CDMC regulations require that spoil be "placed in horizontal lifts in a controlled manner, cuncinrenlly <br />compacted as necessary to ensure mass stability". Maximum lift thicknesses arc not specified. ns indicated <br />by previous inspection reports, lifts were placed in accordance with plans speciled by C'I'I,'I lunnpson. <br />Spoil material was transported to the fill area using a combination of trucks and dozers. Leli thicknesses of <br />up l0 50' were placed within the area removed from the fill face by more than 50 fl. 'thinner lifts of (-R R. <br />with leveling and compactive effort supplied by dozers and trucks was utilized as fill placement advances to <br />within fitly feet of [he slope face. No till placement occurred during this quarter. <br />COVER MATERIAL <br />As documented by previous inspection reports, cover placement, seeding and mulching occurred during the <br />second quarter 2002. During the first quarter 2004 topsoil was 6~ansporfcd to the upper-most patiou of the <br />fill area lying between the area seeded in 2002 and the lateral ditch placed at Ow upper perimeter of fill 7. <br />'this area was being seeded at the time of this inspection. <br />STi2UCTURAL INTEGRITY <br />The entire excess spoil fill facility was examined for signs oCfailure and instability such as tcusrun cracks, <br />ground movement, springs and seeps, and standing water. No indication of potential instability tvas <br />observed. <br />DOCUMENTATION AN[) O"i9[EiL 0I3SERVA'tK)NS <br />Vegetation density bas improved across the fill area. No significant erosion was noted. Pstabfishal <br />drainage appears to be fimclioning as designed. <br />GERT'If (CATION <br />Inspection was conducted by Ronald G.'thompson, a qualified professional and MSI1A cerliried inspector <br />of earth and rock-fill embankments and impoundments, under the direction of Mr. Charles McGlothlin, a <br />registered professional engineer licensed in the State of Colorado. <br />This is to Certify, to the best of my knowledge and belief, That f ill No. 7 construction and placement, as <br />^oted since the previous certificatiat and as detefrotined during this inspection and by discussions with mine <br />personnel, is in accordance with designs as proposed by C"tl„'Thompson in their report dated April 27 and <br />amatded July 27, 2001 and as approved by the Division of Minerals and Geology. <br />Ronald G.
