13.1.6 ALARA (AS LOW AS REASONABLY ACHIEVABLE) The licensee's management shall maintain and participeite in an effective ALARA program as referenced in the Procedur<~s Manual required by LC 11.1.8. The ALARA program performance shall be reviewed monthly by the Radiation Safety Officer, and semiannually by the Internal Audit Committee. 13.1.7 PROCEDURES MANUAL 13.1.7.1 Contents The licensee shall operate in accordance with the comF~rehensive written manual, approved by the Department, of administrative, operating, safety, monitoring, decontamination, and emergency procedures, governing licensed activities. This includes instructions and precautions to keep exposures and releases ALARA, and which includes specific information on analytical equipment, laboratories, and procedures for each aspect of the monitoring program. 13.1.7.2 Revisions Proposed major changes shall be submitted for Department review and approval by September 30th annually to the extent feasibile. The licensee shall submit proposed procedure manual revisions to the Department whenever new or revised regulatory guidance requiring such revisions is provided to the licensee by the Department. 13.1.7.3 Work Permits For any work or maintenance in a controlled area for which there is no written operating procedure, a Radiation Work Permit describing the specific radiological controls for the work shall be prepared and approved by the RSO prior to the start of the activities. A copy of these permits shall be retained no less than Five years for inspection by the Department. 13.1.8 TRAINING 13.1.8.1 New Employees New employees shall not commence work assignments in controlled areas until they have been adequately trained in their assignment and in radiation safety, in accordance with the program referenced in the Procedures Manual required by -7-
