I have been a Professional Engineer in New Mexico since 1980 <br />and received my Colorado Professional Engineering license (x20068) in 1983. I have experience and <br />knowledge in the design and construction of dams and sediment ponds, drainage and erosion control <br />structures and the hydrology methods required in design of these facilities. <br />RULE REQUIRED CERTIFICAT)ONS <br />This certification is required by rule 4.03.1 (l) of the Regulation of the Colorado Mined Land <br />Reclamation Board for Coal Minin¢. <br />SUBJECT OF CERTIFICATION <br />This cettif-ication is for the Raton Creek Mine Coal Processing Waste Pile and Sediment Pond. <br />1DENTIFICA ON: Coal Processing Waste Pile ~ ~ $~ Q Zv~~ <br />DATE OF JNS CTION: April 8, 2000 ~1a~2> <br />LOCATION: Section W, 6th P.M. <br />Las Animas County, Colorado <br />COMMENTS: The ground was damp from a recent snowfall and the vegetation was beginning to green <br />up. All areas including the pile and drainage structures appear to be in good condition and stable. There <br />are no apparent seeps at this time. The day was cool, about 55° F. There are no additional signs of <br />erosions. Some alkaline residue was visible near where the old portal was located. <br />RECOMMENDATION: Ohserve quarterly for vegetation growth and erosion on the area north and west <br />of the water tank. <br />
