Nettleton (E-mail)
Cc: Sandra White (E-mail); Brown, Sandy; Hernandez, Dan
Subject: C-1982-056 2004 Annual Reclamation Report
Dear Mr. Nettleton, thank you for the timely 2004 Annual Reclamation Report (ARR).
As was discussed with Sandra White during the Division Coal Partial Inspection of February 16,
2005, and validated February 28, 2005 by telephone with her, I have edited the report to reflect
the acreage in long-term mining or reclamation facilities (for Government Performance and
Results Act) and total number of acres disturbed (for the entire life of mine) to the 475.4 acres
disturbed cumulative total on the Colorado Division of Minerals and Geology Annual Reclamation
Report form. Both of the changed number entries are intended to report the total acres disturbed
to date over the entire life of the mine, Phase III bond released or not. The report as submitted
included an allowance for 20 acres to be disturbed in the future "Entire Life of Mine".
In addition, as discussed with Sandra by telephone this morning, no"Last Years Cumulative Total"
(reclamation from the begining to date) for acres backfilled and graded, topsoiled, and seeded
was entered on the Division report form, yet a number of reclaimed disturbed areas (by
description, acreage, and status) are listed in Table 1 of the ARR report. Such reclamtion may
have included some backfilling and grading and revegetation. If so, the dates of such activities
should be included. Any seeding report should indicated compliance with approved seed mixes,
and the date and location (a map)[see Rule 2.04.13(1)(fl] included. Please explain this
apparent discrepancy.
Please call me if you have any questions
Yours truly, Byron G. Walker, EPS
