Jim Pendleton <br />Colorado ;.lined Land Reclamation Division <br />I31~ Sherman Street <br />Denver, CO 90203 <br />Dear Jim: <br />As you are aware. .Vest °1F: Coal Company is currently development <br />mining the 1st South Panel off of the 1st SVest Sub main at the tilt. <br />Gunnison No. 1 dine iCJILRD Permit No. C-007-80). This panel has <br />been instrumented with a subsidence monitoring network as described <br />in the permit. Initial ;round surveys have been performed to establish <br />baseline conditions. As described in the permit, we would very much <br />like to correlate an aerial survey to the ground surveys in order to <br />ascertain the accurac;~ and feasibility of per:crming f~~ture subsidence <br />monitoring by ae.^ial photePram;netric methods. An aerial survey <br />series was performed before development mi;,ing was begun. The <br />aerial survey did not produce the required accuracy. However, both <br />LYECC and the photogrammetric consultant feel that the inaccuracies <br />resulted from the panel target design and not from the aerial survey <br />itself. In order to correlate the aerial survey with ;round surveys, a <br />new se[ of targets needs to be installed, another ground survey run, <br />and a n.e~.v aerial survey run. Several problem=_ I~ace arisen sehich must <br />be solved. 1) Snow cover over the panel precludes an aerial survey <br />un*.il mid-flay or esrly June ':) Produc;ion of coal and shipping <br />requirements have incressed causing [he panel to Se mined faster than <br />was earlier anticipated 3) 3loving the miner unit to another location <br />to wait for suitable weather to aerial survey would be very costly and <br />would be de[rirnental to our production; a scenario which .ve would <br />very much like to avoid in the existing poor economic conditions. <br />1VECC is fully aware of the terms of the permit and stipulations and is <br />cornmi[ted [o gathering the subsidence monitorin; data in s fully <br />acceptable anu usable manner consistent svith permit criteria. <br />However, we feel some alternatives may be available which will <br />satisfy permit rceuirements and at the same time allow us [o begin <br />retrest mining the panel. <br />
