New Elk Mine <br />QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />Mine: NEW EL <br />Waste Bank MSH <br />Inspection Period: <br />Inspection Date: <br />General Description or Reference to S"rte Plan: <br />The Development Waste Disposal Area is located south of State Highway 12 and west of <br />the main facility Access Road. It is adjacent to and north of the Middle Fork of the <br />Purgatoire River. The area has been used for disposal of waste rock from the underground <br />mine. Since mine Gosure in 1989, the area has been used for disposal of sediment removed <br />from ponds and ditches located within the mine permd area. <br />Activity During Inspection: <br />Sediment from the clean-0ut of pond 8 has been transported to and placed on the upper west <br />half of the waste pile for drying. The operator continues to respread and work the waste to aid in <br />~ drying. An unusualty dry spring has aided in speeding the drying process. Approximatety 300- <br />30 yard loads were transported to the DWP. Additional Toads were temporarily placed on an otd <br />coal stockpile area for drying and have not been transported to the DWP. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/or <br />discharge, integrity of 100-year 24-hour drainage structures, and evidence of posfive drainage). <br />Positive drainage is maintained on the surface of the DWP. Na evidence of springs nor seeps <br />was observed. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />Continued drying and compaction followed by a "rolling compaction test" needs to be documented <br />prior to depositing addition refuse on the pile. <br />Page 1 of 2 <br />
