Cottony <br /> <br />3411 rJ COUnty Road 20.8 Division Director <br />Natural Resource Trustee <br />Trinidad CO 81082 <br />RE: Review of RDA and DWP Inspection Reports <br />3rd and 4th Quarters 2003 <br />New Elk Mine, #C-81-012 <br />Dear Mr. Thompson: <br />The Division of Minerals and Geology has reviewed the 3`d and 4th quarter 2003 inspection <br />reports for the Refuse Disposal Area (RDA) and Development Waste Pile (DWP) at the New Elk <br />mine. <br />For the DWP, the inspections were conducted as required by Rule 4.09.1(11) and the additional <br />requirements of Rule 4.10.2(2). Observations indicate the engineered structure is well <br />maintained and no indication of instability of the DWP was noted. Significant reclamation work <br />occurred at the DWP in the 1St quarter of 2003. Cover material was applied and the reclaimed <br />areas were reseeded: The 3`d quarter report documents the application of fertilizer to the <br />reclaimed area of the DWP. It also documents the spreading of previously stockpiled material <br />to facilitate drying. The DMG notes the 4th quarter report recommends a "rolling compaction" <br />test during 2004 for that area where material has been spread. <br />The DMG received the missing page from the 2nd quarter report for the RDA. The 3`d quarter <br />RDA inspection report documents minor drainage maintenance. The 3rd and 4d' quarter reports <br />include water level measurements in the three piezometers located on the terrace benches. <br />Water levels appear to indicate no buildup of a phreatic surface in the body of the waste pile. <br />We have no further questions at this time. Please submit quarterly waste pile inspection reports <br />for fhe DMG records within 30 days after the end of each quarter.
