Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has reviewed Seneca Coal Company's (BCC's) 2003 Annual Hydrology Report <br />(AHR) for the Seneca II Mine. The AHR was received on January 20, 2004 and contains water <br />quality and quantity data for the 2003 Water Year. The 2003 AHR is well written and the <br />required data aze presented in a concise manner. <br />With only minor exceptions, all required groundwater level measurements and groundwater <br />analytical data were obtained. Water level measurements could not be obtained at WeII SWU8 <br />due to an obstruction in the casing. No water level measurements were obtained at SP22, SSP23, <br />SSP24, and SSP65 because these wells were dry. With the exception of two wells, all required <br />groundwater samples were collected and results reported for the required laboratory analyses. <br />As was the case in Water Yeaz 2002, Wells SSP25 and SOV42 could not be sampled due to a <br />lack of water in the well casings. <br />SCC attempted to collect surface water samples for field parameters and laboratory analysis from <br />all required surface water sites. Monitoring frequencies were not met at sites SSC10, SSB12, <br />SSF11, SSF13, SSLGS, SSG1, SSG3, SSSPG6, and SSSPG9 due to zero flow or low flow <br />conditions (less than 5 gpm or less than 3 gpm for sites SSSPG6 and SSSPG9). Samples were <br />not required from Site SSF13 July through September because there was no flow at SSC10 or <br />SSB12. <br />There were no excursions ofNPDES effluent limits during the 2003 Water Year. No significant <br />anomalies were noted with respect to surface water and groundwater water quality as compared <br />to data collected from the 2002 Water Year. The PHC predictions contained in the permit <br />document for TDS concentrations on Fish Creek are consistent with the observed data collected <br />Once of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
