Y '•

6) New wells drilled as a result of the facilities relocation
technical revision should be included in the monitoring program desc H ption in
Section 3 of the•'permit. Revised pages should be submitted.
7) NC EC should note that the Division has not approved the wells
drilled in the proposed loadout~area. The Division remains concerned about
the completion of We11s OW-15 and OW-16 in particular. Monitoring of these
wells may potentially be unacceptable as baseline data.
8) Baseline data indicates generally poor water quality in the area of
the mine site. The magnitude of this problem may not have been fully
identified, due to some abnormally (and possibly erroneously) high detection
limits used in the laboratory sample analysis. The Division may at some time
in the future require NC EC to perform additional monitoring related to this
situation. No action is required by the operator at this time.
The Division would appreciate responses to these issues as soon as possible.
If you have any questions, please contact me.
Sincerely,
7~ ~~~
Jeffrey Deckler
Reclamation Specialist
JD/srs
0910E
