No. 1211-CO-09-02820-01 Request for Abandonment Dear Mr. Kuzar: The Golden Eagle mine opened in the late 1970's and was operated by Basin Resources from June 1991 to its closure on December 31, 1995. The laz[ refuse was spread and compacted on [he above referenced Refuse Pile (RDA) in January of 1996. In November of 1996 final contouring and grading of the refuse was completed and final drainage established. The pile was covered with an average of two to three fee[ of subsoil nta[erial in December of 1996. Test pits were dug [o verify depths of subsoil material and grade stakes set to mark the additional topsoil needed to achieve four fee[ of final cover. This topsoil material was placed in May of 1996, followed by seeding and mulching. In 1995 CTL-Thompson was contracted to do a stability analysis of the RDA. Compaction tests were made in 1995 and again in March of 1996 after mine closure and final placement of refuse. A follow up evaluation of the reclamation of the RDA was made by CTL-Thompson in January 1998. Their conclusions supporting the stability and abandonment of the refuse pile are contained in llte enclosed report. Based on the completed reclamation of the refuse pile attd the CTL-Thompson stability analysis, Basin Resources requests approval for the abandonment oFthe Golden Eagle Refuse Pile ID No. 121 I-CO-09- 02820-01.
