Lochhead <br />E tecuuve Dveclor <br />Michael B Long <br />Divivon Director <br />The Division has completed its review of the above-referenced reports and has the following comments. <br />Only comments 9 and 17 require a response from you; comment 5 reminds you of PE stamps required on <br />pond reports. <br />1. Fulfillment of annual reporting reyuirements. The reports fulfill for 1997 and 1998 the <br />annual reporting requirements of Section 2.04.13 (reclamation report) and Section <br />4.05.13(4)(c)(hydrology report). <br />2. Compliance with NPDES reporting requirements. The permittee filed quarterly Discharge <br />Monitoring Reports as required. <br />3. Compliance with NPDES limitations. There were no discharges in 1997 and 1993 From the <br />NPDES discharge point (the sediment pond), hence NPDES limitations were not exceeded. <br />Virtually all runoff from the permit area is routed through the pond. The pond has not discharged <br />for at least 5 years, now. <br />4. Fulfillment of quarterly pond reporting requirements. The permittee filed quarterly reports as <br />required, but is reminded the repons should be PE-stamped. <br />5. Fulfillment of surface water monitoring requirements specified in permit. The operator <br />complied with the triennial sampling frequency and the reporting of field parameters that are <br />specified on page 65.06 of the permit. <br />6. Comparison of reported surface water data with historical data. The field parameters <br />in the 1997 and 1998 hydrology reports are within [he range of parameters determined in <br />1980-81at this location (data shown in permit beginning on page 65.32). The 1997-98 data <br />are also within [he range of data reported at [his location in more recent years, 1994-96. No <br />upward or downward trends are evident in the parameters. <br />
