orthWes

Geotechnical 1 Environmental Engineering • Materials Testing
August 31, 1995
Bower Bros. Conswction
595 Taylor Street
Craig, CO 81625
Attu: Mr. Bud Bower
Job No. 95-2296
Subject: On-site Inspection, Waste Coal Area,
Foidel Creek Mine, Rou[[ County, Colorado.
Geademen,
Ill IIIIIIIIIIIIIIII
RECEIVEp
SEP 14 1995
Division of Minerals 8 Geo+o9Y
As requested, Northwest Colorado Consultants, Inc visited the project site on August 25, 1995 to
observe and inspect [he portion of [he Coal Waste Area which had been stripped of topsoil.
The area of topsoil which had been recently stripped is an area approximately 300 to 5(10 feet wide
(east-west direction) and 1400 to 1600 feet long (north-south direction). According to the staking in
the field and our conversations with Bud Bower, it is our understanding that the stripping has been
completed to the 6900' contour level. The areas which had been stripped and inspected aze shown on
the attached Figure #1.
It appeared that approximately 18 to 7,4 inches of topsoil had been removed and the soils exposed in
the base of the excavations generally consisted of clays and/or weathered shale bedrock. We did ao[
observe any groundwater seepage in the stripped areas. In addition, we did no[ observe any signs of
unstable slopes in or above the areas stripped.
Based on our observations, we believe [hat the portions of the waste coal pile which are noted above
have been adequately stripped of topsoil and [he construction of the drainage systems can now be
started in this area.
It should also be noted that we have also observed the placement of the waste coal materials in the pile
during the inspections completed far the topsail removal and drain installation. Based on our
observations and the compaction test results, which are attached, we believe that the contractor is
placing the waste coal Fill materials in general accordance with the project spermcations and plans.
(970)879.7888 • Fax(970)879.7891
29585 U.S. 40 West, Box 775226 • Steamboat Springs, CO 80477
