• 1.0 INTRODUCTION <br />C J <br /> <br />Oxbow Carbon and Minerals, Inc. (OXBOW) retained WESTEC, Inc. (WESTEC) in September, <br />1995 to prepare a design and report to aid in the permitting of a new coal mine waste bank <br />near the Sanborn Creek Mine in Somerset, Colorado. Somerset, Colorado is located <br />approximately 11 miles east of Paonia, Colorado on Highway 133. <br />The new coal mine waste bank will expand the existing storage capacity of the mine by <br />developing a new disposal area to the west of the mine site in a draw containing an ephemeral <br />stream bed. Access to this new disposal area will be via the employee parking area on a dual <br />purpose road constructed for Somerset Cemetery and Coal Mine Waste bank access. The <br />required capacity of the proposed coal mine waste bank is 15 to 20 years at 6,000 to 7,000 <br />cubic yards per year (cyy). <br />The design and recommendations presented in this report were prepared to meet or exceed <br />requirements set forth in the Regulations of the Colorado Mined Land Reclamation Board for <br />Coal Mining, 2 CCR 407-2 (CDNR, 19951.
