The total dissolved solids for <br />HGSD3 was 3684 mg/1, above the suspect limit of 750 mg/1 for crops <br />in the Yampa valley, but below the limit of 5000 mg/1 for <br />livestock. The specific conductance of 4240 umhos/cm at HGSD3 was <br />above the 1000 umhos/cm for crops in the Yampa valley. All other <br />parameters were below the material damage suspect limits. Because <br />there were no analyses performed at the upstream HGSD1 for 1994, no <br />comparisons could be made between the upstream and downstream <br />surface water stations. <br />A review was made of the Stream Classifications and Water Quality <br />Standards, June 1991, of the Colorado Water Quality Control <br />Commission's report 3.3.0, Classifications and Numeric Standards <br />Upper Colorado River Basin and North Platte River, June 1991. The <br />HG Loadout falls within stream segment #12 of the Yampa River <br />Basin. That segment is classified as agriculture, aquatic life cold <br />2, and recreation 2. There are no numeric standards for metals and <br />inorganics. However the ph at the HGSD3 site was 8.4, within the <br />acceptable range of 6.5-9.0. There currently is no requirement to <br />sample for dissolved oxygen so that parameter could not be compared <br />for compliance. <br />Alluvial wells HGDALI and HGDAL3 were sampled on 5/4/94 and <br />10/4/94. Field parameters and full suite laboratory parameters were <br />analyzed. Comparisons could not be made between the analytical <br />results and the material damage suspect levels. The analytical <br />results were presented as dissolved species whereas the material <br />damage limits were presented as total recoverable species. <br />Comparisons were made, however, between 1994 results and results <br />from previous years. For HGAL1, the up dip alluvial well, <br />alkalinity, boron, conductivity, iron, ammonia, sodium and <br />bicarbonate were generally higher than in previous years. For <br />HGDAL3, the downgradient alluvial well, only manganese was higher <br />in 1994 than in previous years. In general, chemical concentrations <br />either decreased or remained the same as one went downgradient from <br />HGDALI to HGDAL3. <br />There was only one discharge from pond 1 (truck loop pond) and none <br />from pond 2 (rail loop pond). The one discharge was due to <br />dewatering by pipe on 3/2/94 for the purpose of restoring pond <br />capacity. The NPDES parameters for that discharge were in <br />compliance. <br />3.0 Probable Hydrologic Conaequenoes <br />Citing water quality data, the operator has asserted that the <br />stream water, historically and present day, has not been acceptable <br />for irrigation and. has been only marginally acceptable for <br />3 <br />
