The Division's letter of September 6, 1985 states that <br />placement of cover must be completed prior to the end of this fall's construction <br />• season. We are concerned that the technical revision may not be processed in a <br />timely manner and that we may not be able to cover the bench with the required <br />four-feet of material by the "end of this fall's construction season." <br />Secondly, unanticipated construction delays and contractor bidding difficulties <br />have occured.
