_- _ __ wesrewv <br />=_ euE~s-venxx <br />=_ INC. <br />-_ _ ASubsidiary <br />- of <br />WePern £vels <br />Aoocwrion, Int. <br />June 6, 1985 <br />• ~II IIIIIIII~II~~ II~ <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />~~ - ,,. <br />- J <br /> <br />RE: Professional Certification Document for the Coal <br />Processing Waste Bank on Deserado Mine Property, <br />Bonanza Power Project - File No. C-018-81 <br />Dear Mr. Gillis: <br />On June 6, 1985, I performed an inspection of the Deserado Mine <br />refuse pile sub-area. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the refuse pile and to satisfy the require- <br />ments of Rule 4.09 1(11) of the Colorado Mined Land Reclamation <br />Board. In completing my certification, I have conducted an <br />inspection of the refuse sub-area 1 pile and construction site. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No sub- <br />drain system is required by our permit, since geotechnical inves- <br />tigation for the disposal site revealed no ground water present. <br />Permanent out slopes have not yet begun to be built. <br />We are currently constructing our first lift with the horizontal <br />layering. We are currently renting two types of vibratory sheeps- <br />foot compactors in order to determine the most efficient design <br />to be purchased. <br />We found it necessary to rent two additional caterpillar tractors <br />(D-8) over the past 30 days in order to spread and dry material <br />down to optimum moisture content.
