.r <br />^~OI^ <br />San6om Creek Mine <br />• <br /> <br />SECOND QUARTER 1997 <br />ENGINEERING INSPECTION <br />EAST YARD GOB DISPOSAL PILE <br />The Sanborn Creek Mine approved permit document includes the <br />requirement to inspect the coal mine waste pile for stability <br />quarterly. The inspection is to be performed by a registered <br />engineer or other qualified professional specialist experienced in <br />construction of earth and rockfill embankments. Both Bear Coal <br />Company and the Sanborn Creek Mine have approval to dispose of coal <br />mine waste in the gob pile. <br />On June 4, 1997, I performed a visual inspectior. of the east yard <br />gob disposal area at the Sanborn Creek Mine. The gob disposal area <br />was dry. Nothing was observed during the inspection that would <br />indicate the pile has a potential for failure. <br />Compaction tests were performed for fourth quarter 1993, second <br />quarter 1994, fourth quarter 1994, second quarter 1995, fourth <br />quarter 1995, second quarter 1996, and fourth quarter 1996. Gob <br />material has consistently passed compaction tests. Compaction <br />tests will be conducted this month, with results submitted in a <br />separate report. <br />A medium amount of material was placed on the pile during the <br />quarter, resulting from roof falls in the mine. During the <br />quarter, safety berms were constructed on the downhill edge of the <br />pile as a requirement by the Mine Safety and Health Administration. <br />Clean cover material obtained from the annual ditch cleaning this <br />spring was placed on top of the pile on the east end, in <br />anticipation of reclamation of the pile as part of construction of <br />the new West Valley Fill. Plans are to survey tha pile on at least <br />an annual basis for accurate volume reports. The pile was surveyed <br />at the end of the fourth quarter of 1996. Surveyor John Menke <br />reports calculation of the volume for 1996 as 1,041 cubic yards. <br />Bear Coal Company did not haul any material to the gob pile during <br />the last three years. The Bear Mine was closed during December of <br />1996. <br />An application for a Technical Revision has been submitted to the <br />Division for a new coal refuse and mine development waste area. <br />The new area will be located to the west of the facilities area, <br />and will be known as the West Valley Fill. Construction of the <br />West Valley Fill area is planned for this year, pending timely <br />approval of Technical Revision Number 29. <br />Thomas C.
