1990 ANNUAL RECLAMATION REPORT <br />• CYCC MINES 1,2,ECKMAN PARK <br />This report addresses federal coal and associated private coal <br />mining operations conducted by CYCC in Routt County, Colorado, as <br />delineated by mine areas on the enclosed maps titled Mines 1, 2, <br />Eckman Park Reclamation. <br />The method of mining utilized by CYCC consisted of a dragline <br />type operation, Topsoil was stripped by scrapers and segregated <br />into topsoil stockpiles or reapplied directly onto regraded spoils. <br />Following mining operations spoils are graded to approximately <br />the original contour and topsoil is replaced over the spoil <br />material. The seed bed is then prepared and planted during the <br />summer and fall. Topsoil is ripped prior to planting to relieve <br />compaction and increase surface roughness. Contour furrows are <br />installed on steep slopes to help stabilize the site and enhance <br />soil moisture conditions. A detailed description of the cultural <br />practices employed in the reclamation process is presented under <br />Section 780 of Permit C-81-071 for Minesl, 2, Eckman Park. <br />Enclosed are four maps which delineate the areas which have <br />been disturbed by mining and the subsequent extent of reclamation. <br />The major categories of disturbance are spoil, graded spoil, and <br />haulroads, topsoiled, and reseeded. As conditions permit, graded <br />areas will be topsoiled and reclamation will progress according to <br />our approved raclamation plan. The maps indicate the acreage, date <br />• of seeding, and seed mixture used for each reclaimed parcel. Seed <br />mixtures are presented in Table 4 and correspond to the coding on <br />the enclosed reclamation maps. <br />A summary of the current and cumulative disturbance and <br />reclamation data for the Mines 1, 2, Eckman Park permit areas are <br />presented in Tables 1 and 2 This summary shows that during 1990 <br />only 12 additional acres were affected by mining activities, these <br />being associated with the Tipple coal stockpile expansion and the <br />railroad track extension. The cumulative number of disturbed acres <br />is 3,420 as of December 31, 1990. Some 384.7 acres were reseeded <br />during 1990, with a cumulative total of 2,930.4 acres reseeded (85% <br />of the total disturbance). In addition, there are approximately 285 <br />acres of spoils which have been or will be recontoured and graded <br />for subsequent topsoiling during 1991. Also, some 14.0 acres <br />topsoiled in 1990 will be seeded during the 1991 season. These <br />acreages combined yield a total acreage of approximately 3,229.4 <br />acres either reclaimed or in the process of reclamation (94% of the <br />total disturbance). Acreages include coal mining operations and <br />support facilities. The bond released parcel boundaries for the <br />Mine 2 area were taken from the 1981 Annual Reclamation Report and <br />the October 7, 1981 Mine 2 Bond Release Submittal. <br />The shaded areas denoted TCC indicate areas of overlap <br />involving the surface operations and the underground mine. CYCC <br />retains liability for those parcels already reclaimed within those <br />areas. <br />• <br />
