Hawk's Nest Mine Permit C-016-81. <br />In 1985, no mining operations were conducted at the East and West Mine. <br />The ventilation system was shut down in 1983 and the portals secured. <br />In-mine hydrologic monitoring was suspended during the cessation of <br />operations because of restricted access and reduced potential for <br />hydrologic impact. <br />This report summarizes data required by the amended monitoring plan for <br />aboveground facilities as approved by CMLRD on May 8, 1984. It includes <br />monthly and quarterly data on the Crystal Meadows Wells (CM-2 and CM-3), <br />May-October field data collected for springs 8-11, and biannual complete <br />chemistry reports due May and October. <br />Summary of Data Collected <br />The attached tables 1-3 summarize the data collected during 1985. There <br />are no discernible trends that would indicate progressively adverse <br />impacts related to mining operations or ancillary facilities. Cessation <br />of the mining operation in 1983 has further reduced the potential for <br />hydrologic impact, although surface facilities at the mine and the <br />Crystal Meadows disposal site could potentially contribute to localized <br />water quality degredation. However, the data analyzed from these sites <br />has not identified any verifiable trends that would demonstrate this is <br />happening. <br />The required parameters were analyzed and data submitted to the Colorado <br />Department of Health-Water-Quality Control Division pursuant to the <br />requirements of the Colorado NPDES Discharge Permit for discharges from <br />sediment ponds. The 011 and Grease effluent limitation was exceeded <br />during one discharge in 1985. As a result the Colorado Department of <br />Health requested a written reply as to actions taken to abate the <br />condition. The request from the Department of Health and the Western <br />Slope response (which satisfied the Department of Health) 1s attached to <br />this report. <br />Impact Mitigation <br />Western Slope Carbon has an on-site inspector who collects and submits <br />all required lab samples, performs monthly and quarterly field analyses, <br />and performs any necessary maintenance functions on the sediment ponds, <br />diversion ditches, and slopes to ensure that minimal environmental <br />
