i <br />- 'There may be other factors which contribute to very lc~ or <br />no runoff entering the upper division ditch and "no name" <br />gulch which is just west of the ditch. "NO name" gulch has <br />seen very little evidence of surface runoff in the past 5 to <br />10 years. This is exhibited by little evidence of surface <br />scouring and the lack of a defined runoff channel in the <br />gulch bottom. <br />It is West Elk Coal Company's (WE(.'C) opinion at this time that <br />it will be extremely expensive, very difficult and will disturb <br />a much larger acreage than is currently disturbed to repair the <br />upper ditch. Coupled with the preceding situation is the fact <br />that ditch seems to have very little effect on interception of <br />surface runoff. The slides are fairly large (as cotcq~ared to <br />others at or near the mine site) and since the upper diversion <br />is located near the toe area of the slides, recutting the ditch <br />in its existing location will very probably trigger more and <br />possibly more extensive movement. <br />WECC has temporarily seeded the slides to prevent erosion to <br />the extent possible and hopefully provide a little surface sta- <br />bility. <br />WDCC will work with the Division to resolve this problem in an <br />acceptable manner.
