<br /> <br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 1~` Quarter 2000 <br />On March 28, 2000, I performed the required quarterly visual inspection of the Bowie No. 2 Mine <br />coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience in the <br />design and construction of earth fill embankments. Nothing was observed during the inspection <br />that would indicate the pile has a potential for failure. All organic material and topsoil has been <br />removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6050'). The operaior began <br />excavating cover material from the gob pile founding and placing the material on the outslope of the <br />pile during the third quarter 1998. No additional cover material was excavated during the 1"quarter <br />1999. During the 2nd quarter 1999 additional cover material was excavated and placed on the <br />outslope of the pile. The entire outslope of the pile, up to the first bench, is covered with subsoil. <br />The depth of cover material placed has not been verified. No work was performed on the cover <br />material during the 1~` quarter 2000. <br />The coal mine waste generated during the quarter was from the mine. Approximately 174 loads <br />were hauled to the gob pile during the quarter (1462 in place cubic yards @ 8.4 cy(load @ 12 tons <br />per load). Pond C cleanings as still stockpiled (drying) on the gob pile. <br />Coal mine waste is to be placed in the pile in approximately horizontal lifts no more than 24-inches <br />thick. The coal mine waste is spread and compactive effort is provided by a self propelled <br />sheepsfoot compactor or afront-end loader. Coal mine waste hauled to the pile during the quarter <br />was spread out over the pile but not compacted. No compaction tests were performed during the <br />quarter. <br />A failure of the pile would probably not be a hazard to human life. The pile is located above a large <br />flat bench. The bench is approximately 80 to 150-feet wide directly below the pile. Additionally, the <br />gob pile sediment pond is located below the pile.
