~ : 7MG
QUARTERLY COAL WASTE BANK INSPECTION REPORT
CDMR Rules 4.09.1(11) and 4.10.2(2)
R~~~~~V
Mine: Southfield E®
Waste Bank MSHA ID. No.: Primary Refuse Disposal Areas
Inspection Period: First Quarter 2002 ~"~~ 2 0 20~
Inspection Date: 1/28/02 GivisianofMineralsandGe010py
General Description or Reference to Site Plan:
The refuse area lies west of the main facilities area. Refuse has been placed in designed lifts
on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff
from the disturbed area is channeled to a sediment control pond. A majority of the tlisposal area
has been reclaimed and exhibits good vegetative growth. The mine is now in final reclamation.
Activity During Inspection:
The last active area of refuse disposal located on the west end of the disposal area has been
sloped to finat_ grade. The area has been surveyed and grade stakes estabiised to ensure
compliance with the cover requirements. At the time of inspection about 60% of the area had
been covered to depth (3 foot) with subsoil material, as indicated by grade-stakes. An additional 20%
was being covered at time of inspection. The slope of the remaining area needs to be grade prior to
cover placement.
Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/or
discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage).
No springs or seeps were observed on the refuse surface. Positive drainage has been maintained
on the reclaimed areas. Drainage and diversion structures were intact. All required underdrain
construction has been completed.
Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes,
and construction methods).
No refuse placement has occurred since December of 2000. Prior to cessation of mining, waste
material was placed in alternating lifts of fine and coarse material in accordance with the plan as
described in the TerraMatrix report dated December 5, 1996.
